Job Description

 Accountant, USAID Quality Services in Health (Q4H) Activities 

Hours: regular full-time; not eligible for overtime

Purpose: Director of Finance and Operations (DFO)

Grade: E Location: Accra, Ghana 

Overview

 VGK is looking for an experienced accountant to be responsible for 4 years of a USAID-funded Q4H event in Ghana. The objective of the event is to strengthen the institutional capacity of the Government of Ghana (GoG) to promote and monitor the improvement of quality health services in the public and private health sectors. 

This four-year campaign supports GoG and stakeholders, including beneficiaries (or civil society) and service providers, to sustainably improve the quality of health service delivery to improve health outcomes in Ghana. 

Responsibilities 

Under the supervision of the DFO, the Accountant will support DFO in the timely preparation of financial reports, implement a robust system of internal controls, and ensure compliance with USAID and URC regulations.

 Responsibilities Specifics include the following: 

  • Works closely with DFO to prepare monthly financial reports for timely submission by Headquarters. This includes, but is not limited to, QB placements. 
  • Verify the adequacy and completeness of payment documents Include required approvals before posting to QuickBooks (QB). 
  • Manages petty cash accounts in accordance with activity policies and ensures that appropriate levels of petty cash are maintained in the vaults. with the finance team to ensure that all project costs comply with USAID / VGA regulations; and are allowable, reasonable, and attributable. 
  • Assist DFO with all monthly reviews of field reports, and Head Office feedback, and work/coordinate with local finance and administration officials, including feedback on missing supporting documentation and information suspense after examination of the payment documents
  • Prepare and record voucher/accounting transactions in QB. 
  • Ensure correct use of charge numbers and accounting codes. Initiate a transaction in an electronic payment system. 
  • Withdrawal and deposit transactions with banks. 
  • Processes monthly social security and tax payments to the Government of Ghana. 
  • Assist participants with living expenses and transportation to a conference or seminar. 
  • Establish an index filing system within the finance department to ensure that financial documents are filed according to the filing system. 
  • Put advance and clearing fees in QB for clarity.
  •  Deploy appropriately supported and authorized payments on online banking platforms, including merchant payments and mobile money payments. 
  • Examine the relevance of supporting documents for all files submitted for payment. 
  • The prepares and maintains a tracking log of all documents received and released by the Finance Department. 
  • Perform other assigned duties related to the project. 

Skills or experience 

  • Ability to maintain accounting records, and analyze and prepare reports and statutory declarations. 
  • The is detail-oriented and able to prioritize and handle multiple tasks. Competent use of Microsoft Office products (Word, Excel, Outlook).
  •  Fluency in spoken and written English: Fluency in spoken and written English Excellent written and oral communication and interpersonal skills. 
  • Previous work experience with USAID or other development programs is desirable.

 Required experience and qualifications 

  • Accounting degree or similar certificate/qualification.
  •  At least 3 years of experience in accounting and general financial management. 
  • At least two years of QB experience. 
  • At least one year of experience processing mobile money transactions.
